Laos – Scott #B4 (1960) 4 Kip + 1 Kip “World Refugee Year” Semi-Postal – Mint Never Hinged.
An elegant semi-postal issue from the Kingdom of Laos, released in 1960 to mark the World Refugee Year (1959–1960). The design, printed in deep rose-violet, depicts King Sisavang Vong alongside traditional Laotian architectural motifs and the national three-headed elephant emblem. The overprint “+1K” indicates the surtax benefiting refugee relief programs. This stamp is mint never hinged, with full original gum and rich, even color. A significant humanitarian commemorative from the early royal period of Laotian philately.
