Issued in 2002, Japan Scott #Z561 is a prefectural issue from Osaka, produced in conjunction with the 85th Lions Clubs International Convention held locally in the prefecture. Unlike standard nationwide releases, prefectural stamps were sold only within the issuing prefecture, making them more specialized and appealing to collectors focused on regional Japanese postal history.

The design features a dramatic lion’s head formed from clouds rising above a modern convention hall, a symbolic image referencing both Lions Clubs iconography and civic pride. The cool blue color palette and bold central imagery give the stamp a distinctive, modern character while clearly marking it as a locally issued commemorative rather than a national one.
