Issued in 1962, Ireland Scott #161–162 commemorates William Brown (1777–1857), an Irish-born naval officer who became the founder of the Argentine Navy. Born in Foxford, County Mayo, Brown emigrated to South America and played a decisive role in Argentina’s struggle for independence, making him a figure of lasting international significance and Irish diaspora history.

The design features an engraved portrait of Brown in naval uniform, shown in three-quarter profile with maritime elements suggested in the background. His life dates appear prominently at the top of the design, reinforcing the commemorative purpose of the issue.
